• (Page 2) <br />MINE ID ~ OR PROSPECTING ID / M-78-072 <br />INSPECTION DATE 03/19/96 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division ae a follow up to the inspection of 11/13/95, <br />at which offeite disturbance was observed. The operator ie currently completing an amendment <br />submittal, to enlarge the permit area and include the area of offeite disturbance. The <br />operator was contacted about this inspection and was present for it. <br />There has been no activity at the permitted area, though some minor activity has occurred at <br />the location of the offeite disturbance. The county's pile of concrete rip rap has been <br />dozed into a consolidated pile, away from the old vertical highwall. The operator stated <br />that this ie the only activity which has occurred, and was carried out before the Board's <br />Cease and Deeiat Order was issued (for the violation found by the Board). It was performed <br />in preparation of reducing the highwall for reasons of stability. <br />Sign and markers were observed. The markers are for the enlarged permit area, and match the <br />sketch map submitted by the operator in the amendment application. The boundaries were <br />checked during this inspection, partly to facilitate the preparation of a scaled map and area <br />calculation for the new permit area. <br />The placement of the new permit markers has evidently included a portion of the (normally <br />dry) Hell Creek, about 600 feet in length along the north boundary, and almost an acre of <br />land north of the creek. The operator stated that there was no intent to disturb the creek <br />bank, creek bed or areas north of the creek. The operator should state this in writing, and <br />indicate it on the amended permit maps. <br />The amendment application was discussed, including several items already identified in the <br />adequacy letter from the Division. These included: <br />1. identifying the adjacent landowners (within 200 feet of the new boundary) on the map, <br />notifying them of the amendment application, and providing proof of that notification; <br />2. submittal of better pre-mining/mining and reclamation maps; <br />3. depicting on maps and describing in the text the inclusion of a portion of Hell Creek in <br />the permit area, plus description of any projected impact and limits of areas to be affected. <br />The salvage of topsoil in future operations and slope grading for stability were also <br />discussed. There were no other topics observed or discussed. There were no problems <br />observed during this inspection. <br />
