(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1981-006 <br />INSPECTION DATE: 7-7-04 INSPECTOR'S INITIALS GRM <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of <br />Minerals and Geology. The West Rifle Pit is located just south of Highway 6 and the Rifle By-pass in Rifle, <br />Colorado. The Pit is actually 2 permits, there is a l l lc pemut (M-95-018) and the greater majority being under this <br />112c permit, M-1981-006. This Report focuses on the 112c permit of approximately 22 acres. Mr. Gil Lee, <br />representative for Central Aggregates, accompanied the inspector on this inspection. <br />Signage for the site is posted at the entrance to the area a1 the railroad crossing. Site boundaries aze clearly <br />delineated by berms, fence lines and the river. The mine identification sign and affected area boundary mazkers are <br />in place and in compliance with Rule 3.1.12. <br />Of the 22 acres approximately 10 is a lake created by the 112c excavation. Vegetation along the banks includes <br />servicebeny, willows, and several species of natural grasses. The only visible issue noted for this and the 111 are <br />infestations of noxious weeds knapweed, white-top, thistle and tamarisk along access roads. The fact that the <br />infestations aze primarily contained to the access roads is an indication of success of the rest of the vegetation along <br />the banks of the pond. The infestation, ifnot controlled, will most likelyhinderand/or delay successful reclamation <br />of this site and contribute tooff--site spreading and establishment of these weeds. A weed control plan develoned in <br />consultation with, and annroved bx the anoropriate local weed control authority must be submitted as a technical <br />revision to this Hermit. The weed infestation is not noted as a problem at this time, however it is being noted as an <br />issue of concern. The issue must be addressed within 60 days to prevent the weed issue from becoming a noted <br />problem or possible violation of the approved permit. Please review the last page of this report for a specific due <br />date for the submission of a Weed Control Plan. Significant progress toward control of on-site weeds must be <br />demonstrated within three years to avoid potential Board action. A copy ofthis report will be sent to the appropriate <br />weed control authority for this area: Garf eld County Vegetation Control, Steve Anthony, (970)-625-8601. <br />All sloping of banks in this area appear to be 3:1 or better as required. No erosion or other storm water issues are <br />noted at this time. No off-site damage was observed. <br />Fuels and other hazardous materials are all stored correctly. A concrete secondary containment structure is used and <br />appears adequate to contain the contents of the largest tank within it. Some older fuel stands were observed, but <br />they are empty and clean. No evidence of spills or other contamination is noted. <br />The permit records held by the Division for this site are better than the 111. The Reclamation Plan and other <br />aspects are typical of early 1980 permits. Besides the weed control issue, staff requests update documentation on <br />efforts to secure a water aug<nentationplan. Documentation of continued progress towazds the fmal water plan <br />helps keep the exposure of water as an issue and nothing more. The permitee appeazs to be following both the <br />mining and reclamation plans as submitted. . <br />Finally, it appears that fill material has been imported to the site for use as structural fill. DMG records do not <br />indicate that the notice specified in Rule 3.1.5 (9) has been submitted for this backfill importation and placement. <br />Please submit this notice by the correction date specified in the last section of this report. <br />No other problems or issues noted at this time. <br />
