III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on December 16, 2003 by Mike <br />Boulay of the DMG. Roy Karo of Seneca Coal Company (SCC) was present during the <br />inspection. Weather conditions were sunny and cold. The entire mine site was snow covered. <br />The only activity at the site during the inspection was at the facilities area. <br />Availabilitv of Records <br />With only minor exceptions, all required records were on file and available for review at the <br />Seneca II Mine office. Please see the attached records checklist at the end of this inspection <br />report. <br />Roads <br />The pennanent road accessing the mine site had not been bladed or plowed. The permanent road <br />to the Pecoco Pond was bladed up to the diesel storage azea. The majority of the mine site was <br />not accessible due to drifted snow and snow packed road conditions. <br />Hydrolo~ic Balance <br />Site sedimentation ponds 002, 003, and the Truck Wash Ponds were inspected. The surface of <br />Ponds 002 and 003 were mostly frozen over. Both of these ponds were full, and dischazging a <br />small amount of cleaz water. The Truck Wash Ponds were partially frozen and both retaining <br />water but not discharging. No problems were noted at any of these pond locations. <br />Support Facilities <br />The two boneyazds and the facilities azea were the only locations that had been cleazed of snow. <br />Perimeter azeas at these site locations were well maintained and no problems were noted during <br />this inspection. <br />
