III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Gulch Mine for the month of October, 1999. <br />Hydrologic Balance: The pond had water in it but was not discharging. The primary spillway is <br />covered with fill material and is no longer functional. The upper area's low spot is currently dry. <br />Culverts were clean, although the one located at the entrance is undersized. <br />Reclamation Success: The site is well vegetated and stable as far as erosion is concerned. <br />General Mine Comaliance: Firehawk Construction Company has equipment and materials stored <br />well beyond the 1.03 acres that belongs to them. The Colorado Dept. of Transportation was contacted <br />concerning Firehawk's diverting Coal Gulch runoff into the roadway drainage. <br />
