(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1977-059 <br />INSPECTION DATE 03/27/02 INSPECTOR'S INITIALS ESC <br />This was an inspection of the Brownwood Pit, File No. M-1977-059 conducted by Erica Crosby <br />of the Colorado Division of Minerals & Geology. Richard Coulson of Coulson Excavating <br />Company was present during the inspection. <br />A permit was issued on November 13, 1979 for a permit area of 53.8 acres. The permit was <br />amended in 1986 increasing the permit area to 64.9 acres and again in 1988 increasing the <br />permit area to 148.7 acres (incorporating the Pfeiff Pit M-1988-077). The postmining land use <br />is agriculture. The Division holds a financial warranty in the amount of $89,136.00 <br />No active mining was taking place during the inspection. Two asphalt batch plants are <br />located on site. Recycled asphalt and concrete is used in the batch plants. In addition, <br />material from the adjacent R & O Mine, also operated by Coulson Excavating, is stockpiled at <br />the site. <br />The area amended in 1986 is located on the south end of the property. This area has not been <br />mined to date. A newly constructed home is located in area. The area amended in 1988 is <br />located to the northeast. Mining is complete in this area. The operator stated that <br />reclamation of the site will commence within two weeks. The area that has been reclaimed in <br />this parcel is dominated by annual weeds. The operator stated that this entire area will be <br />reclaimed and reseeded this year. <br />The pit is located south and northeast of the Big Thompson River. A large dyke was <br />constructed years ago between the pit and the river to prevent floodwaters from entering the <br />pit. The dyke appears stable and well vegetated. <br />A portion of the site will remain as a groundwater pond. In order to demonstrate that the <br />postmining land use can be achieved, the operator will need to submit a copy of an approved <br />Substitute Supply Plan ("SSP") or Augmentation Plan issued by the Office of the State <br />Engineer. Such plan must be received by the Division by May 27, 2002. <br />The permit area is delineated by the existing fence line.
