ORIGINAL -PUBLIC FILE <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M_lae~_nne <br />INSPECTION DATE: ~/19/OS INSPECTORDS INITIALS: _9lL- <br />OBSERVATION <br />The Division conducted a partial monitoring inspection of the site while in <br />the area conducting inspection of other sites. The main purpose of the <br />inspection was to familiarize Harry Posey of the permit area, because the <br />operator who is succeeding the operation plans to import old tailings from <br />an old leach pad area known as the Cameron School section and process it at <br />the Gillette pit. Chris Pyles of Ute Sand and Gravel has applied for a <br />succession of operator for the above pit and the application is being <br />reviewed at this time. Dave Tiptton, the previous and current operator's <br />consultant was present at the time of the inspection. Permit boundary <br />markers and sign properly posted, Topsoil piles properly protected. Part of <br />the permit area consists of a designated wet lands which were found to be <br />properly protected. A small grizzly and a front-end loader and wash plant <br />were noted with in the permit area at the time of the inspection. Briefly <br />discussed the operators plan to wash the material and the capacity of the <br />pond. Operator was informed that as long as the discharge is to ground <br />water, the operator would not need a discharge permit. However, if the <br />discharge is from a point source to the surface, operator will need a <br />discharge permit from CDOH&E. Mr. Tiptton stated that CDOH&E had informed <br />him that he would not need a discharge permit and that his storm water <br />permit would cover the washing operation. Since Mr. Tiptton stated that the <br />existing wash pond will be lined with clay, DMG staff mentioned the fact <br />that if the pond is lined it more than likely will discharge when the <br />capacity is exceeded and informed the operator to discuss his plans with <br />CDOH&E and design the pond with an emergency outlet and obtain a discharge <br />permit. Operator stated he would contact CDOH&E to resolve the issue.
