CO 80203 <br />~~c~iv~o <br />• ~~ ~~ ~ ". <br />'Division of f,M1mera~s & Geo'o~; <br />January 10, 1999 <br />Dear Sir: <br />I am a homeowner who has lived for the past thirteen years in a residential area <br />immediately east and below the Pikeview Quarry in northwest Colorado Springs. <br />The purpose of this letter is to notify your agency that I now view what I interpret <br />to be a newly blasted-out, steep, concave space in the middle of the total outline of the <br />quarry. Increased dynamiting has been occurring in this space during the past, <br />several months. The previously constructed arrangement of "benches" that existed in <br />the dynamited area has been destroyed and has not been replaced. <br />An attached article from the "Gazette Telegraph," Jan.5, 2000, describes a <br />proposal whereby the total area of the mine would be expanded westerly into what is <br />now U.S. Forest land. A graphic profile of the idea is at the left of the article and shows <br />the proposed encroachment onto U.S. Forest land. I think that your office is <br />knowledgeable about rejections of past years' proposals that the mining company be <br />allowed to expand west into the U.S. Forest. If this were to be allowed, I think that a <br />substantial increase in the size of the current "scar" would be the result and quarrying <br />production would be extended by several years.. <br />It seems to me that there has been a history of "transparent double-talk" that a <br />gradually-sloping slant is needed to accomplish "benching." Contrarily, blasting <br />proceeds that vertically steepens the degree of the slants. The afore-mentioned, <br />recently-created concave hole that destoyed sections of "benching" is an example. <br />The cycle is continued, which prompts a news article such as the enclosed Jan. 5, <br />2000, article. <br />I do not know the regulations and/or agreements regarding the recently added <br />blasting of the involved space. I am describing, however, my interpretation of what I <br />see when looking at the quarrying activity.
