III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-Oi~~ <br />27 March 2007 C- (/V`~ <br />Pg 1/5 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. <br />The inspection was conducted on 27 and 28 March 2007. Tony Tennyson of CCC <br />accompanied me on the inspection. The mine was actively mining coal and hauling <br />coal to the loadout at the time of the inspection. The weather was cool and sunny <br />on 27 March and cold and snowing on 28 March. The ground was muddy and <br />covered with patches of snow in places. <br />On the morning of 28 March 2008 I spoke with Tay Tonoai regarding the adequacy <br />responses for Permit Revision 02 (for the expansion of mining into the South Taylor <br />area). Specifically, we discussed the reclamation cost estimate, including fleet <br />choices, assumptions and haul routes. No conclusions were made during the <br />meeting but the Division will send out an adequacy letter for the reclamation cost <br />estimate. <br />No documents were hand-delivered at the time of the inspection. <br />Signs and Markers: -All of the necessary signs were in place as required at the time <br />of the inspection. Mine ID signs were in place at all of the ponds along Colorado <br />Highway 13 as required. <br />Roads: -The access road and haul road to the Gossard Loadout is a paved road. <br />The road was well maintained and in good condition. <br />-The light-use road in Taylor Draw to the West Pit Pond and East Taylor Pond was <br />stable and well maintained at the time of the inspection. There were some ruts and <br />the road was muddy/wet from the melting snow but overall the road was in good <br />condition. <br />-The haul roads in the East and West pit areas were all well maintained and stable at <br />the time of the inspection. The roads were dry but there were no problems with <br />fugitive dust at the time of the inspection. No erosional problems were noted on <br />these roads. <br />-The light-use roads around the Gossard Loadout and to the rail loop were well <br />maintained and in good condition. <br />-The roads to and around the Section 16 Pit and pond were not accessible at the <br />time of the inspection due to snow. <br />-The roads in the West Pit for access to the highwall miner and former Bower project <br />were dry and appeared to be stable at the time of the inspection. These roads run <br />along the west edge of the West Pit and up to the top of the section 16 Pit on the <br />west side. No erosional problems were noted on these roads at the time of the <br />inspection. <br />
