III, COMMENTS -COMPLIANCE ~o~~~(aO C',~~ fir/ <br />(-~~/~ 2~fJu~Od ~' <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. <br />The mine has ceased operation and has been reclaimed. The weather was cool <br />and overcast and the ground was dry. The Loadout was inspected on the evening <br />of 22 August 2002 and the mine site was inspected on the morning of 23 August 2002. <br />Signs and Markers: All of the necessary signs were up and in good condition. The <br />gate to the mine was closed at the time of the inspection and it was noted that the <br />sign on the gate does not have the address of EFCI's new office in Florence. Please <br />add the new office address to the sign. <br />Roads: -The access road to the regraded facilities area was stable and in good <br />condition. <br />-The haul road to the refuse pile appeared to be stable and in good condition. <br />- The road to the Newlin Creek topsoil stockpile was stable and in good condition. <br />-The road to the South Fan was not inspected on this trip <br />Hydrologic Balance: -Pond 5 appeared to be dry. The pond was stable and well <br />vegetated. There may still be a small amount of water in the bottom (or a small seep <br />into the pond) because all of the cattails and vegetation in the bottom of the pond <br />appears to be doing very well. <br />-There did not appear to have been any flow in the Magpie Creek permanent <br />diversion as a result of the precipitation. <br />-The ditch by the old coal stockpile needs to be recut to ensure that runoff from the <br />regraded area flows into pond 5 and not down the access road and off-site (without <br />reporting to the pond first). <br />- The culverts running under the access road were all clean and appeared to be <br />functioning properly. <br />- The ditch along the haul road and access road was stable and in good condition, <br />- Both Ponds at the loadout were dry. They were well vegetated and appeared to <br />be stable. <br />Backfill and Grading: Both the refuse pile and the facilities area have been backfilled <br />and graded as have the South Fan Area, the topsoil, subsoil and borrow areas by the <br />refuse pile, the roadside topsoil stockpile and the Newlin Creek topsoil stockpile area. <br />The Operator has expressed interest in applying for a Phase I Bond Release this fall. <br />To soil: Topsoil has been replaced on the refuse pile and the regraded facilities area. <br />A small topsoil pile remains at the roadside stockpile for the reclamation of pond 5. <br />
