:... - <br />pond rarely contains any water. <br />For the reasons discussed above, and given the relatively remote location and lack of human <br />habitation in the immediate vicinity, the site contains no conditions which pose, or may <br />reasonably be expected to develop into, imminent dangers to the health or safety of the public, <br />or significant environmental harms to Lmd, air, or water resources. <br />Sediment and Erosion Control Function <br />The sediment pond continues to provide sediment control for the major portion of the site. A <br />reclaimed area of approximately 1/2 acre in the southeast portion of the affected area does not <br />drain to the sediment pond, but due to the limited disturbance area, absence of steep slopes, and <br />existence of vegetation cover comparable to surrounding azeas, the site does not appear to <br />contribute suspended solids in excess of natural conditions. <br />Contour furrows constructed on the steep fill slope by a DMG contractor in March, 1996, have <br />been effective in controlling rill and gully erosion. Other reclaimed slopes at the site have not - <br />exhibited significant rill and gully erosion. Gully erosion has occurred in certain ditch and <br />channel locations where storm flows are concentrated, but the erosion is not of such extent as <br />to negatively impact the postmining land use. Future inspections will monitor the degree to <br />which gullies have stabilized, and whether remedial measures may be necessary. <br />Reclamation Completed and General Reclaimed Area Stability <br />The mine site had been largely reclaimed to its current configuration prior to bond forfeiture in <br />March, 1994. A portion of the forfeited bond was expended by the Division in March, 1996 to <br />perform minor drainage maintenance, and to reseed and contour furrow the steep No. 1 Mine <br />fill outslope, which had exhibited poor vegetation establishment, and some rill and gull} erosion. <br />It is expected that overall site stability will increase, as perennial vegetation becomes established. <br />The Division will continue to monitor vegetation establishment during periodic inspections. <br />The reclaimed area in its current state shows no signs of instability or mass movement. <br />Estimate of Continuing Safety Health or Environmental Probleme <br />While the site currently poses no imminent threats to human safety or the environment, and none <br />are expected to develop, continued periodic inspections will be necessary to ensure that drainage <br />control structures are not compromised by natural causes or vandalism. Due to low precipitation <br />and steep south facing slopes, the site presents a harsh environment for vegetation establishment, <br />and continued monitoring will be necessary to ensure that successful vegetation establishment is <br />being achieved. Areas of gully erosion within certain ditch and channel segments will need to <br />be monitored to ensure that they do not become mare extensive. <br />
