i <br />Z <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on June 29, 2000. The aerial photographs were examined on July 7, <br />2000. No problems with compliance were observed. <br />Facilities <br />The operator is constructing the facilities that had been approved in PR-03. The coal stockpile bench is <br />being constructed as well as the entrance road and truck loading azea. There was almost no coal lefr on <br />the portal bench. No haul trucks appeared to be in operation. The concrete foundation for the material <br />storage shed neaz the main topsoil stockpile has been laid. The building structure has not been erected <br />yet. <br />There were no signs of slope instability with any of the cut and fill slopes at the mine site <br />Hvdrologv <br />There was a little water in pond C, although pond D was dry. The operator has constructed the new <br />pond B just south of old highway 133, along with the collection ditch. Silt fence has been put up just <br />down gradient of the construction azea. Pond embankments appeared to be stable. <br />Roads <br />The main haul road was in good shape. The haul road to the gob pile and the access road to the water <br />tank bench also appeazed to be in good shape. The new truck loading loop road is being constructed. <br />Old Highway 133 is getting some asphalt reconstruction as well. <br />Gob Pile <br />The top of the gob pile was being graded. It appeared that all of the individual piles had been <br />incorporated into the gob pile. The gob pile appeared to be dry. <br />Topsoil <br />The topsoil salvaged from the new facilities construction and from the two topsoil stockpiles near old <br />pond B had been placed onto the main topsoil stockpile. <br />c:\ms97\bowie2\insp0600 <br />
