III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Eastside Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Eastside Mine is in reclamation <br />only status. It was lightly snowing during the time of the inspection. Roughly 1 foot of snow <br />cover was present on site, and 2 foot snow drifts in some areas. <br />Recor s Mine records were inspected at the Garfield County Courthouse. See attached records <br />report for further detail. The following items need to be filed in the courthouse; <br />The Certificate of Insurance expired 9/1/97. Anew insurance certificate needs to be <br />filed. <br />" DMG Midterm Review document (1997) needs to be filed. <br />Signs & Markers Mine ID and DMG location signs were posted at the mine entrance. The <br />information on the signs was accurate and up to date. <br />Roads The road leading into the Eastside Mine was under snow cover and could not be accessed <br />by vehicle. The gate leading to the mine site was locked. Road ditches and culverts were under <br />snow cover and could not be assessed. <br />~drologic Balance The sediment pond was under snow cover, but mainly dry of standing <br />water. The primary and emergency spillways appeared to be in good repair. The pond <br />embankment was stable and there was no sign of recent discharge. The permanent diversion <br />ditch leading through the reclamation appeared to be in good condition, and no erosion features <br />were noted. The operator has yet to install the rock down drain from the toe of the permanent <br />channel into the creek. Rescent discussions with the operator indicate that down drain will be <br />constructed this spring or when weather conditions permit. The clean water diversion ditch was <br />.under snow, but appeared functional. <br />Backfilling & Grading The backfilled and graded areas were under roughly 1 foot of snow <br />cover, but the area appeared stable. There were no signs of erosion features on site. The portal <br />and fan areas appeared stable and no subsidence features were noted. The mine water pipe was <br />not discharging, and no recent discharge was noted. <br />
