III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine For the month of July. 2003. Weather <br />conditions were sunny and warm. <br />Roads: All main roads were in satisfactory condition. Culverts appear to be functioning as designed. <br />Hydrologic Balance: Both ponds were dry and appeared to be stable. <br />General Mine Comaliance: The mine, under the care of the Four Corners Construction, is continuing <br />the reclamation of the coal mine. The North Pit area has been sloped back and is now getting cover <br />matenal placed nn rt. The South Pd area has been sloped and andis now ready for topsollmg. <br />Excess Spoil and Development Waste The pile is being altered for the Diversion and topsoil has been <br />stripped bank <br />
