Ditch work, culverts, and hay bale installations along the Bout}~ access road are <br />well thought out and properly maintained. All road side areas have been seeded and <br />mulched. <br />The small area near the CON-9 wetland that was added to the area of affe~:ted land through <br />technical revision TR-07 was inspected. This area has been backfilled an3 sloped, topsoil <br />has been spread, and the area has been seeded and mulched. The backfi].ling and grading <br />look very good. This area should be subject to revegetation monitorinc and maintenance <br />fertilization protocols approved in amendment AM-03. <br />The PC3 conveyor belt turnover near the drive house was inspected. When the belt turns, <br />fine grained ore residue may fall to the ground. This ore residue is confined between <br />large concrete conveyor support structures that form walls at either end of the turnovez. <br />However, the ore residue area is open on the east and west sides except for some Jersey <br />barriers that have been installed. Runoff from the ore residue, which may be acidic, could <br />enter the small drainage to the west. The Operator is directed to instal]. an earthen berm <br />or other impervious containment to prevent runoff from escaping the ore residue area. If <br />acidic water generation from the ore residue is observed, the mat~=_rial should be <br />periodically excavated and removed to the mill or tailing pond. <br />The constructed wetlands south of the PC2 drive house were inspected. The are in four <br />cascading cells constructed by placement of a geosynthetic clay liner (bentomat) followed <br />by a foot of soil and finished with a foot of salvaged wetlands soil. Contouring of the <br />substrate and the replaced soil has created both saturated and unsaturated wetlands. <br />Spruce seedlings and willow stakes have been planted and the cells have been seeded with <br />the wetlands seed mix. <br />Issues noted with topsoil stockpiling and storm water management noted in the 5/24/99 <br />inspection report have been corrected. Revegetation monitoring, spot reseeding, <br />maintenance fertilization and storm water management facilities maintenance will have to <br />continue at a high frequency as vegetation establishes in the conveyor corridor over the <br />next two growing seasons.
