III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by DMG staff from the <br />DMG Durango Office, 701 Camino del Rio, Room 125, Durango, CO 81301, phone (970) 247- <br />5469. No individuals were contacted and activity was observed during this inspection. Snow <br />cover 4-6 inch depth was present. Soil conditions were muddy due to seasonal snowmelt. <br />Mine identification sign was posted at the mine entrance. Permit boundary markers were <br />posted. Topsoil stockpile signs were posted. <br />Sediment Pond 1, located at the far south end of the permit area, was dry, no discharge noted. <br />The pond embankment, inslopes and bottom were well vegetated and stable. Primary and <br />secondary spillways appeared to be clear of sediment and debris, and capable of functioning as <br />designed. Roadside drainage ditches and culverts, conveying affected area drainage to Pond 1, <br />were well maintained. <br />Sediment Pond 2, located along the west side of the permit area, was dry, no discharge noted. <br />The pond embankment, inslopes and bottom were well vegetated and stable. Primary and <br />secondary spillways appeared intact and capable of functioning as designed. <br />
