' (Page 2) <br />MINE ID ~` OR PROSPECTING ID / M-80-110 <br />INSPECTI0f1 DATE 8-30-95 INSPECTOR'S INITIALS cec <br />OBSERVATIONS <br />This was a continuation of~the prehearinq conference held initially on 8-16-95. Those <br />present included: Catherine Kraeger-ROVey, the prehearinq conference officer and Mined Land <br />Reclamation Board member. Representing the operator were Bob Siegrist, Hob Fleming, Michael <br />Refer and Curtt Coppage. The objectors included Dale and Carol Gummereall, Brent Funk and <br />Rose and Joyce Plowman. <br />Those in attendance inspected the active pit in the northern portion of the permit area. <br />Seven objection topics had been identified in the two previous conferences. For simplicity, <br />these were grouped into three general categories. A resolution for each of these objections <br />was agreed upon by the operator's representatives and the objecting parties. These are <br />summarized below: <br />1. The stockpile of fill material brought in from off site. Located on the eastern side of <br />the operating pit, this consists of dirt, gravel, hardened concrete with rebar, asphalt and <br />smaller amounts of other materials including scrap metal and asphalt roofing material. <br />Objections included unsupervised dumping, unsightliness, blowing refuse, and concerns that <br />hazardous materials might be brought on-site and contaminate the groundwater. <br />The objectors agreed that, since the initial complaint letters were written, the operator has <br />graded this stockpile, making it less unsightly. If, in the future, additional material is <br />brought on-site pursuant to the existing reclamation plan, the operator agreed to provide <br />adequate monitoring to eliminate any refuse and material not classified as inert fill. If <br />no additional material is brought on site and the pit is reclaimed with a lake, the existing <br />stockpile will be backfilled above the water level. <br />2. Objections related to blowing duet from truck aad equipment traffic. The operator agreed <br />to do at lest one of the following things when the pit is active: <br />a. Water traffic areas with a water truck. <br />b. Use a duet suppressant on traffic areas. <br />c. Cover the access road with recycled asphalt. <br />3. Objections related to used equipment aad refuse stored in the bone pard located in the <br />western portion of the permit. This material includes scrap metal, metal pipes, tires, wood, <br />conveyor belt sections, used motors and equipment. The operator agreed to remove any <br />unnecessary scrap metal, materials and equipment from the site.
