(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1983-001 <br />INSPECTION DATE 06/28/2006 INSPECTOR'S INITIALS DEG <br />OBSERVATIONS <br />This inspection of Permit Number M-1983-001 was conducted by Deb E. Gbnima of the DMG as part of the state's ongoing <br />monitoring and inspection protocol. No county representative was present during this inspection. The pit is located 1 mile east <br />and 4 miles north of Cope, CO and currently consists of almost 10 acres. <br />The mine entrance identification sign was legible, but the mine name and permit numberwere faded and should be made more <br />clearly visible per Rule 3.1.12(1)(c) (see photo 1). <br />According to the annual report submitted to the Division on May 1, 2006, the operator states that they are in the last part of the <br />pit, and do not intend to engage in mining this year. The map provided by the operator in the 2006 annual report also supplies <br />permit boundary lengths. Through some distance estimates performed bythis inspector along the eastern and western extent <br />of the disturbance, it appeared that some disturbance may have occurred outside of the approved permit boundaries. <br />Distances of approximately 1050 feet along the eastern and western extents of current disturbance were estimated at this <br />inspection, compared to the approved western and eastern boundary lengths of 775 feet. However, since this site lacks clearly <br />defined permit boundary markers, this inspector was unable to verify that as a problem. The eastern and northern fencelines <br />may constitute boundary markers, but were not visibly designated as such (see photo 2 and 3). Therefore, per Rule 3.1.12(2) <br />the operator must clearly mark the boundaries of the affected area with monuments or other markers that are cleadyvisible and <br />adequate to delineate such boundaries (see Problem No. 1 and the corresponding corrective action noted on page 3 of this <br />report). <br />This inspector concurs with the following observations of the most recent DMG inspection report (performed on 11/1/01 ):'The <br />operator has done a good jab of contemporaneous reclamation by partially grading the pit walls. Available topsoil has been <br />salvaged and stockpiled for use in reclamation." At the time of this inspection three topsoil stockpiles with minimal vegetation <br />constituted the perimeter of the disturbed area (see photo 3). <br />The reclamation plan calls for the site to be reclaimed to rangeland. While the currentdisturbed area is in a basin configuration, <br />this inspector saw no evidence of long-term water retention (see photo 4). <br />As a final note for future reference, this site is not correctly positioned in the DMG online GIS, and shall be submitted for <br />correction bythis inspector. <br />Responses to this inspection report should be directed to Deb E.
