(Page 21 <br />MINE ID # OR PROSPECTING ID # M-1999-038 <br />INSPECTION DATE 3112/03 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110 permits. The operator <br />was contacted about the inspection, and a time and date were arranged for the inspection. The operator was present <br />throughout the inspection. <br />Several permit boundary markers were observed. There has been no extraction from the pit since it was permitted, though <br />the operator has continued to export material from the several stockpiles of materials on the site. Operations have not <br />encroached on the boundary. There are several junk cars and pieces of equipment parked off the permit, on the west side. <br />The permit ID sign was not observed. The operator should ensure that this required sign is posted at the entrance road. <br />The pit is still in the same configuration as shown in the original permit maps. The walls are nearly vertical, the floor is <br />nearly flat and holding a few shallow puddles. There is no impoundment structure built yet, and no pit wall sloping yet. <br />There is a small patch of knapweed (about 400 sq ftl on the NE highwall shoulder. Its continuing treatment should be <br />reported in the annual reports by the operator. If the patch is found to be larger at the time of the next inspection, this will <br />become a problem. <br />The stockpiles are smaller than observed during the last inspection, and the access/haul roads are in the same location. The <br />stockpile area is mainly unaffected land containing a topsoil surface, and tends to drain away stormwater toward the south <br />and west. Though no runoff was occurring, nor was erosion evident yet, the potential is there. The operator should ensure <br />that surface runoff does not form gullies and erode the topsoil from its present location onto surrounding, unpermitted land. <br />This may be accomplished by grading a gentle ditch around the perimeter to direct runoff toward shallow stilling basins <br />(sumps to allow the sediment to settle outl• This issue is not a problem at this time, but if the site condition is worse at the <br />next inspection due to lack of providing stormwater or sediment control, this will become a problem. <br />The frond is due to be recalculated soon. Though the reclamation tasks are still the same as they were several years ago, <br />there may be increases in unit costs, which will result in a bond increase. The idea of partial reclamation, to enhance the <br />onsite stability and to keep the bond low, was discussed. Such reclamation activities could include grading some of the pit <br />highwalls to their final gradient of 3:1, removal of any debris, completed weed control, etc. This office wilt prepare the <br />updated figures, and send them to the operator for review. The operator should report all aspects of the outstanding <br />reclamation that have been performed, and if the Division deems them satisfactory, they may be eliminated from the bond <br />liability. The operator should review the reclamatian plan details prior to commencing work. <br />There were no additional items observed or discussed. No problems exist at this time.
