Box 187 <br />Craig, CO 81626 <br />Trapper Mine <br />Partial, special focus inspection <br />June 6, 2002 <br />Participants: <br />Karl Koehler, Trapper Mine <br />Janet Binns, Colorado Division of Minerals and Geology (DMG) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in a partial, special focus inspection, with the above at Trapper Mine on . <br />June 6, 2003. The inspection focused on the public notification processes required for the <br />blasting program at the mine. This special focus topic was selected by the joint DMG / <br />OSM Oversight Team for evaluation during the 3002 Evaluation Year. <br />We began the inspection by reviewing the blasting area warning sign that is posted at the <br />mine entrance road. This sign contained all the information required by the Colorado <br />regulations. In addition, the mine has posted identical blasting area warning suns on <br />ancillary (gravel, secondary roads) roads that intersect the mine permit boundary. <br />Ms. Binns next conducted a thorough review of the mine office records that document <br />compliance with the public notification processes for the mine's blasting program. We <br />reviewed the following: blasting schedule publication in the local newspaper (published <br />February 15, 2002); public distribution of the blasting schedule to those residents within <br />one-half mile of the blasting area; residents within one-half mile of the mine permit ~ <br />boundary who had been notified of their right to request apre-blast survey, and those <br />residents that had apre-blast survey conducted, examples of the completed pre-blast <br />surveys (Vibra-Tech Surveys); and finally the blasting plan approved in the permit. <br />We reviewed the surface ownership maps and an aerial photo to determine residents I <br />within the one-half mile areas described above. <br />We found al] these public notifications and permit descriptions to be in compliance with <br />the Colorado regulations. We also found that all residents required to be notified within <br />the respective one-half mile areas had been notified as required by Colorado regulations; <br />and that those residents who requested apre-blast survey had received one, and the <br />sun'eys were available for review at the mine.
