III. Comments/Compliance <br />This~vas a partial inspection conducted by Jim Burnell of CDMG on the afternoon of <br />Wednesday, September 18, 2002. The site was quiet and deserted. Rain was tapering off <br />after having rained steadily since the previous night. Data from the area indicate more than <br />2 inches of rain had fallen during the week. <br />Hubbard Creek was flowing strongly, with a flow estimated at 2 cfs at least. The water was <br />very muddy, and was muddy as it arrived at the disturbed areas around Blue Ribbon Mine. <br />All the signage was erected and in place. The road and gate to the site was in good repair. <br />The path (road) to the upper bench was stable with no erosion. Vegetative growth was good, <br />although sparse, and the grass had greened considerably with the recent rains. The upper <br />bench was stable, with no erosion. The lower bench appeared stable, but the south side is <br />very barren of vegetation. There was no erosion from the rocky lower access road but there <br />was a good bit of sediment on the inside of the road next to the cut slope that had washed <br />down from the banks above. That ditch leads into Pond 5. <br />None of the underdrains were discharging, despite the recent rain but the ditch was muddy <br />and contained a small amount of water here and there. The ditch entering Pond 4 from the <br />south also contained water (the first time I've seen that in four years of inspecting the mine.) <br />The old coal stockpile area showed good vegetative cover by cicer milkvetch. There are also <br />some trees and scattered grass there. A small flock of ten turkeys was on that area when I <br />arrived for the inspection. <br />Pond 4 is filled with willows and other vegetation, including alders and lots of grass. The <br />discharge structures were clear and the embankments stable. It contained several inches of <br />muddy water. <br />Pond 3 also contains trees and willows. The discharge structures were clear and there was <br />no sign of instability on the embankments. There was a small amount of water in the pond. <br />Pond 5 was contained several inches of muddy water. <br />There was evidence of recent flow even from the clean-water ditch at the north end of the <br />site. <br />The road up Hubbard Canyon was in decent condition, but was extremely muddy and <br />slippery. <br />
