A site inspection of the Walstrum Quarry was conducted as part of the Division's on-going 4-year inspection program. <br />Present during the inspection was Steve O'Brian, representing the operator. <br />2. The Walstrum Quarry is permitted for a total of 292.07 acres, with a maximum disturbance at any one time of 50 acres. <br />The mine plan specifies conventional quarrying techniques with development of 40' high x 40' wide benches and overall <br />slope configuration of 1:1. The post-mining land use is industrial/commercial. The operator has posted a financial <br />warranty of $741,500. Based on the disturbances noted during the inspection, this inspector finds the existing financial <br />warranty to be adequate to complete the reclamation plan. <br />3. The disturbance noted are as specified in the recent Annual Report received on June 25, 2004 and are in conformance <br />with the approved mine plan. Other observations noted include a) construction of the secondary access road is still in the <br />initial stages, b) the Phase Z area is fully reclaimed and adequate for financial warranty release, and c) the operator is <br />working primarily on the east highwall from the top of slope downward toward the quarry Floor. At the time of inspection, <br />there were 5 benches along the east highwall. Each of the upper 3 benches were at least 40' wide. Drilling was occurring <br />on the 4`" bench from the top. The S`h (lowest) bench contained loose materia{. The 4`h and Su' benches require drilling <br />and blasting to achieve the desired final reclamation configuration. The revised mine plan and slope configuration as <br />specified in the operator's recently approved Amendment No. 8 seems to be working well. Digital photographs of the <br />quarry disturbance are attached to this report. <br />4. A site entrance sign and permit boundary markers have been posted as required by Rule 3.1.12.
