A site monitoring inspection was conducted in response to a recent complaint regarding <br />the possible hauling of recycled asphalt to the T.H.E. Aggregate Quarry a.Long Tunnel Drive. <br />2. The inspection revealed no evidence of waste concrete or recycled asF~halt on site. <br />3. There was, however, an asphalt batch plant operating on site owne~f and operated by <br />Huekine Paving. Huekine had purchased 3/4" gravel and processing fines Prom T.H.E. ae raw <br />materials and has made arrangements with T.N.E. to produce asphalt on site. The plant ie <br />portable and was reported by Mr. Hellman to have been operating on site fo;_ approximately 5- <br />10 days. Mr. Hellman estimated that Huskins Paving will operate the batch plant on Bite for <br />approximately 10 more days, then will dismantle and remove the plant from the quarry. <br />4. Mr. Hellman and Mr. Tezak indicated they believed their mining and x•eclamation permit <br />includes provisions for operation of an asphalt batch plant on site. However, the permit <br />file at the quarry office was incomplete and such approval could not be found. This <br />inspector reviewed all permit documents and correepondance on file at the Division Office and <br />found no evidence of such approval. The Division considers the operation of an asphalt batch <br />plant on site to require prior written approval according to the provisions of the <br />Construction Materials Act. Ae a result, the Division will treat this mz~tter as a problem <br />that will need to be addressed by the operator within 30 days.
