'Z. Compliance :+ith Colorado Sur'ace Coal :lining Rec_'amation .act
CRS I9i 3, as amended 34-33-IO1, _[. se tea.,
and tie
Rules and ?evulations Zssued ?ursuant to toe ac_
This includes a !`shag of the particular ?rovislons of toe requ:ator•1 ?rogram which were
examined during ~1~e course of tYis Inspection, and identifies enforcement actions taken
during the inspection for =aiiure to comply with the Rules and Regu:a tons, the act and
the per:rt:: e.
9.02 Signs and Markers
The sign for the sodic-saline topsoil stockpile was not yet evident. The operator
hand't received the last inspection report yet.
9.03 Roads
All roads and culverts were in good condition at the time of this inspection.
4.05 Nydrologic Balance
The ditch below the recently stripped area ditch C-2 was in place and functional.
Water was standing in the area below pond C. The operator assured me that the topsoil had
been stripped in this area below pond C as well.
4.06 Topsoil
The operator seems to be confused as to the location of saline and sodic topsoil in
the undisturbed areas. The saline and sodic topsoil stockpile as located on the ground is
different than where it is located in the permit application. This discrepancy must be
clarified and resolved. The purpose for segregation of topsoil is to ensure that "good"
topsoil is used for reclamation purposes without being contaminated.
9.15 Revegetation
No areas were currently in a reclamation phase. As noted in previous reports,
seeding of topsoil stockpiles and embankments should be done this fall.
4.28 Support Facilities Not Located At or Near the Minesite
The Zoadout Facility was not inspected this trip.
