III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
abandoned as a reference area. The operator did not have the ability to manage the site to prevent grazing prior
to sampling. It was also noted that sagebrush is present at low to moderate densities, and numerous seedlings
established last year. Over the long term, increasing sagebrush densities could be problematic. Also, as with
the airport reference area, the site is located on the relatively deep, productive Barx soil type.
Pre-law Sooil AML Reclamation Area
The area of reclaimed spoils to the east of the Rice Tract was seeded with a rangeland seedmix including a
variety of native species, and supports a diverse stand of grasses, shrubs, and subshrubs. The visually
dominant species is fourwing saltbush, which is present at relatively high densities across the site, with
significant presence of wintertat, various wheatgrasses including, tentatively, slender wheatgrass, western
wheatgrass, bluebunch wheatgrass, as well as Indian ricegrass, blue grams, squirrel tail, and others. WFC is
contemplating revision of the permit to include rangeland reclamation in the future, within areas where dryland
pasture is currently proposed. Performance of species included in the AML seeding may provide guidance
regarding seedmix development and reclamation procedures for future rangeland plantings.
5
