III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
This was a partial inspection of the Edna Mine conducted by Tom Kaldenbach ofthe Colorado Division of
Minerals and Geology. No one else was present. The site was dry and fully accessible. This is the first
time the site has been accessible this year.
Hydrologic Balance
Several hundred gpm of water was flowing into the southern inlet of the Moffat pond and the pond was
dischazging that amount into Trout Creek. The pond's embankments were in good shape.
Support Facilities
No problems were found in the Oak Creek facilities azea.
Slides and Damage
Goat Trait road -Rocks have fallen on the upper part of the Goat Trail road making the road
impassable by vehicle at three locations. A rock and mud slide blocks the same part of the road at one
location. The slide appeazs to be composed of only shallow surficial material, and does not appeaz to
be adeeper-rooted rotational slump feature. The slide is approximately 20 feet wide and extends about
150 ft. up the slope above the road. The slide does not appear to present a hazard to the hillslope
below the toe of the slide. I notified the operator's representative by phone of the need to clear the
road. He said that when he visits the site the following week the road will be cleared and he will
evaluate the stability of the slide area.
Moffat area -Reclaimed slopes in the Moffat area appeared stable and have well-developed vegetative
cover. A gully has formed along the southern mazgin of the reclaimed Moffat area. It is not certain if
it is in the pre-law area, or in the reclaimed area. The gully is in the drainage that extends east-west
along the boundary of the reclaimed Moffat area and the pre-law area to the south. The gully starts on
the west side of North Road, about 1 /4 mile south of the northern section line of Section 7. The gully
is a few hundred feet long, and ranges in depth from a few inches to about 18 inches. The operator's
representative said he would have any necessary repair work started the following week when he visits
the site.
3
