III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments inGude discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the Inspection and the (acts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of CDMG. This former underground <br />mine is reclaimed. Remaining buildings and structures are approved to remain as permanent <br />structures. Ground conditions on this day were dry and the weather was cool and overcast. <br />Hydrologic Balance <br />The single sediment pond at the site was observed. Debris some 5 feet above the principal drop- <br />inlet riser indicated a recent storm event of significant size. Storm flow had knocked over the trash <br />rack but the drop inlet was not plugged. Water level was below the top of the drop inlet indicating <br />full dewatering of the storm event runoff. The event likely occurred on July 29. 2002 in the early <br />afternoon during a regional thunderstorm. Debris in the armored section of Refuse Ditch No. 1 <br />indicated storm flow runoff at full capacity. Refuse Ditch No. 2 had silted in along its upper reach <br />and some small rills have developed leading into the sediment pond. Repair of these rills should <br />be included with other maintenance work this summer. <br />Contour furrows on the reclaimed refuse slope are generally full of sediment. Rills and gullies are <br />now forming again and cutting through the deposited material.
