III. COMIENTS - COMPl1ANCE <br />Below are cam>znts on the inspection. The comments include discs Sion pf observations <br />mace during the inspection. Comments also describe any enforcement actions taken during <br />Lhe inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection flo~xn by Harry Ranney of the Colorado Division of <br />Minerals and Geology (GONG) on May 6. 2003. Kent Gorham of the COM(i reviewed <br />oblique, digital, aerial photographs in the office on May 9, 2003. This coal <br />operation is currently under a temporary shutdown due to market conditions. <br />However, significant reclamation work has been conducted duriny the idle period. <br />The weather was somewhat overcast with patchy clouds limiting to some extent the <br />quality of the photographs. <br />Roads <br />The upper portion of the Jeff Canyon haul road was clearly visible. A riprap <br />downdrain was noted above the road on the north side of the ridge above pond 9. <br />This drainage was constructed since the last on-the-ground inspection. A culvert <br />under the road could not be discerned but the road fill in this area appeared <br />recerrtiy disturbed, indicating the possible addition of a culvert to direct runoff <br />to pond 9. <br />Many of the photographs taken, including the previous photo, indicate significant <br />progress in the backfilling of highwalls surrounding the un•mined center core of <br />the ridge. One of the best examples is the photo shown on the next page. The <br />undisturbed center core is clearly visible in the center of the photo, covered <br />with mature trees and brush. Surrounding Lhis area on all sides are the recently <br />backfilled highwalls, now identifiable as moderate slopes of regraded spoil. <br />
