III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On July 13, 1998, William J. Carter from the Division of Minerals and Geology performed a complete <br />inspection of the Coal Ridge Mine. The weather during this inspection was clear and warm. <br />Availability of Records: <br />See "DMG Availability of Records" at the end of this report. <br />)(~drologic Balance: <br />• No water was running in the irrigation ditches during this inspection. <br />• The sediment pond was dry at the time of this inspection. <br />Slides and Damaee: <br />There was no slide, slippage or other damage noted on the site during this inspection. <br />Reclamation Success: <br />Good stands of Alfalfa, grasses, and shrubs can be found throughout the site. These established plants <br />are threatened by the noxious weeds that are present. See weed control in the inspection topics "Other" <br />below for more information. <br />Others• <br />Weed control: <br />• All of the identified weeds noted in the previous inspection report are more prevalent than <br />originally believed. <br />• At the time of this inspection there was no indication of phenoxy symptoms on the weeds or <br />even to sensitive non-target plants that were mixed in with the noxious weeds. <br />• Knapweed seed appear to be developed to the hard dough stage, and therefore will likely be <br />viable even if treated at this late stage. <br />• If the noxious weeds are allowed to continue to spread, it is likely to affect the attempt to get <br />final bond release. <br />
