III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the Inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial loint inspection of the King Coal Mine for the month of August, 2002.The purpose of the <br />joint inspection was to evaluate all small area exemptions for compliance. The site is operating at its <br />normal rate and is stock piling lump coal for sale this fall. <br />HYDROLOGIC BALANCE: The west pond had water in it but was not discharging, the east pond, recently <br />cleaned, was dry All culverts and ditches were inspected and found to be clear and able to properly <br />function, <br />GENERAL MINE COMPLIANCE: The site is well maintained, however, a small pile of coal that was <br />dumped east of the sales building needs to be cleaned. All three o1 the SAE's that control runoff from the <br />haul road were functioning as desired. Some minor permitting action to update the correct drawings need <br />to be submitted. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted off <br />the top. <br />
