. o -_ <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />part to different grazing patterns, and species composition <br />differences. Dominant species in the reference area are big <br />sagebrush, blue grama, and needle and thread, with some Indian <br />ricegrass, snakeweed, and scarlet globemallow. Cheatgrass was also <br />a significant component of the reference area vegetation, and it <br />was observed that in many of the sagebrush stands in the mine <br />vicinity, cheatgrass was the dominant herbaceous species. <br />The operator indicated that they anticipate conducting vegetation <br />sampling on the Mine 1 rangeland areas next summer, to support a <br />phase 2 bond release request in 1998, or possibly a combined phase <br />2/phase 3 bond release request in 1999. A copy of the Division's <br />bond release guidelines was forwarded to the operator along with <br />this inspection report, to assist in preparation of the bond <br />release application. It is recommended that proposed sampling ` <br />plans and statistical tests of revegetation success be submitted <br />for Division Review prior to initiation of bond release sampling. <br />
