MANAGEMENT <br />REC~~ <br />MAY 0 6 2005 <br />app O7 MloyroU entl Geolo9Y <br />The DMG's inspection report dated April 14, 2005, noted there had been a small su~cial slump <br />on the outslope of the interim reclamation coal backfill located at the Munger Portal. The report <br />went further to note the undersigned had provided a certification for the portal backfill dated <br />11129/01. The inspection report requested: "an initial P.E. inspection/evaluation report <br />addressing the Munger portal backfill stability byJune 15, 2005, to include any recommended <br />remedial measures. If remedial measures are recommended, the work will need to be <br />completed by August 15, 2005. An amended Mine Portal Backfill Certification will need to be <br />provided upon completion of recommended remedial measures". <br />The above referenced 11/29/01 certification was for the final configuration of the reclaimed <br />portal bench at station 51+00, Figure 3.1-9. The slope inclination of the final reclaimed backfill <br />is no steeper than 2H:1V at station 51+00. The referenced certification was not applicable to <br />the interim coal backfill which has slope inclinations of 1.5H:1 V. During final reclamation these <br />steep slopes will be buttressed and flattened so they are no steeper than 2H:1 V. <br />The area where the surficial slump occurred did have a steep slope inclination. The lower 7.5 <br />vertical feet had a slope inclination of 1.5H:1 V. During the winter and spring this area became <br />saturated and a small area failed. <br />I recommend a wait a see approach. Run off over the face of the backfill should be minimized. <br />If surficial slumps become a persistent problem, the slope inclination of the interim backfill <br />should be flattened to 2H:1 V. <br />Sincerely, <br />~~~ <br />J.
