ORIGINAL -PUBLIC FILE
(Page 2)
MINE ID # OR PROSPECTING ID #: nn_I9an-red
INSPECTION DATE: d./n~/AS INSPECTOROS INITIALS: Ali
OBSERVATION
The Division met with CC&V staff regarding the draft report clarifying the
liner load test and water balance for the valley leach facility that was
provided on 3/31/05, while in the area inspecting NOIS. The report was
requested by the Division to be submitted as TR to clarify what was
approved under Amendment # 8, once the Amendment # 8 area construction was
completed and certified and the facility approved to accept and leach ore.
Under Amendment # 8 all the engineering calculations were based on average
ore bulk density of 110 pounds per cubic feet. However, in the narrative
portion of the application an average ore bulk density of 96 pcf was
utilized to discuss the valley leach faculty and water balance, at a
maximum height of 590 feet, for a total tonnage of 262 million tons by the
year 2012. However, the ore bulk density ranges from 90 pcf to 120 pcf. If
the ore is loaded to the Board approved height of 590 feet under Amendment
# 8, it will exceed the 262 million tons. Both the Division and CC&V were
aware of the discrepancy and the fact that liner had been tested to handle
loads in excess of S00 feet at 110 pcf of bulk Density. CC&V had agreed to
submit a TR to clarify the discrepancy in the language with a new Liner
Load and water balance calculations for the valley leach facility. Both
reports in their draft format appeared to be in accordance with what was
approved in Amendment # 8. The higher bulk density was utilized to
calculate both the liner load and water balance. Only a few clarifications
to some wording were requested to be changed. All the calculations were as
approved in Amendment # 8. The technical Revision will be submitted by the
end of this month.
I & E Contact Address
Harry Posey (e-mail)
NAME: MR TIM COMER cc: r CE
OPERATOR: CCBV overburden/ topsoilr BL
STREET: P_O_Rnx 191 r FS
r HW
CITY/STATE/ZIP: vicmR cni ~ea~t~ RnR~n P HMWMD (CH)
r SE
r W4CD (CH)
CC: r OTHER
