(Page 2) <br />MINE ID # OR PROSPECTING ID #: M 1991-123 <br />INSPECTION DATE: 02-04-02 INSPECTOR'S INITIALS: GRS <br />OBSERVATIONS <br />NOTE- This is a revised report which was earlier sent out in error as Permit Number M-1998-043. <br />This inspection was done at the request of the operator for a financial warranty reduction. The inspector met the permit holder, <br />William Kobobel, at the permit site. The pit has been nearly mined out to the shale floor with only a small area of gravel, of <br />less than an acre, to be removed. The original mining plan called fora 59 acre lake but it appears that the final pit surface <br />water area will be less than half that size. The permitted area is 65.7 acres. The pit sides are at the required 3H-1 V slopes and <br />in most areas have been topsoiled and seeded. Not all of the seeded areas have an adequate stand of vegetation to meet the <br />release standards, and there are a few locations where some minor finish grading, topsoiling and seeding may be needed. <br />There are also several thousand yards of processed material on the floor of the pit which must be removed prior to release. <br />Based on the observations made during this inspection, the Division believes that it is appropriate to reduce the current <br />financial warranty of $98,000.00. <br />Exhibit L of the Permit Application estimates that there will be 14 acres which will require seeding and mulch. The Division <br />estimates this cost at $12,640.00. The Division will base its recalculation on a "worst case" estimate where the entire area <br />would have to be reseeded. Since almost all of the other work, including grading, overburden placement, sloping and topsoil <br />replacement has been done, the only other cost the Division will require is an additional 23.5 % charge for overhead, profit, <br />and administrative costs.
