Colowyo C-1981-019 <br />28 November 2006 ~G~ <br />Pg 3/4 <br />Support Facilities: -The facilities area was covered with snow but in good condition at <br />the time of the inspection. No problems were noted with the area. <br />-The Gossard Loadout was also covered with snow and good condition at the time <br />of the inspection. A train was being loaded at the time of the inspection. <br />General Mine Plan Compliance: -The operator was currently removing overburden <br />from the C-Seam in the West Pit with the 103 dragline. The 101 dragline is in the East <br />Pit performing reclamation. <br />-The 1 14 shovel operation was currently working on completing the bench for the <br />highwall miner on the east side of Taylor Draw in the West Pit. <br />-The operator was loading explosives in the Y-Seam of the West Pit. <br />-The Bower Brothers project has completed the bench at the E-Seam for the highwall <br />miner on the west side of the West Pit in Taylor Draw and the highwall miner has <br />finished mining there. They are no longer working on creating a bench at the E-Seam <br />on the east side of the West Pit in Taylor Draw for the highwall miner, as Colowyo has <br />taken over the project with the 1 14 shovel. No overburden removal work was being <br />performed at the time of the inspection. <br />-The mining at the Colowyo Mine appears to be progressing as discussed and <br />approved in the PAP. <br />Fish and Wildlife: A large buck was on the topsoil stockpile west of the facilities area <br />and haul road. No other wildlife was seen at the time of fhe inspection (probably <br />due to the snow). <br />Air Resource Protection: -All of the areas were covered with snow at the time of the <br />inspection so there were no problems with fugitive dust, <br />Excess Spoil: -The reclaimed portions of the West Pit spoil pile were covered with <br />snow but appeared to be stable at the time of the inspection. Runoff from this <br />portion of the pile goes into the West Pit pond. No erosional problems were noted of <br />the pile at the time of the inspection. The upper portion of the pile is truck-dumped <br />spoil. This part of the pile appeared to be stable at the time of the inspection. The <br />reclamation plan calls for the top 75 feet of this pile to be hauled to the West Pit to <br />achieve AOC. This is being further addressed in Technical Revision 63. <br />- Streeter fill was covered with snow but appeared to be stable at the time of the <br />inspection. No erosional problems were noted on the fill. This pile has gone through <br />a Phase II bond release. The operator has submitted Technical Revision 64 to <br />terminate quarterly inspections for this pile. The Division issued a proposed decision to <br />approve TR-64 on 17 October 2006. The Streeter pond below, however, still receives <br />runoff from disturbed areas, so it must remain. <br />-The Section 16 Fill was not accessible at the time of the inspection due to snow. This <br />pile has gone through a Phase II bond release. The operator has submitted Technical <br />Revision 64 to terminate quarterly inspections for this pile. The Division issued a <br />proposed decision to approve TR-64 on 17 October 2006. The Section 16 Pond below <br />the fill still receives disturbed area runoff and will remain. <br />
