Colowyo C-1981-019 28 November 2006 ~G~ Pg 3/4 Support Facilities: -The facilities area was covered with snow but in good condition at the time of the inspection. No problems were noted with the area. -The Gossard Loadout was also covered with snow and good condition at the time of the inspection. A train was being loaded at the time of the inspection. General Mine Plan Compliance: -The operator was currently removing overburden from the C-Seam in the West Pit with the 103 dragline. The 101 dragline is in the East Pit performing reclamation. -The 1 14 shovel operation was currently working on completing the bench for the highwall miner on the east side of Taylor Draw in the West Pit. -The operator was loading explosives in the Y-Seam of the West Pit. -The Bower Brothers project has completed the bench at the E-Seam for the highwall miner on the west side of the West Pit in Taylor Draw and the highwall miner has finished mining there. They are no longer working on creating a bench at the E-Seam on the east side of the West Pit in Taylor Draw for the highwall miner, as Colowyo has taken over the project with the 1 14 shovel. No overburden removal work was being performed at the time of the inspection. -The mining at the Colowyo Mine appears to be progressing as discussed and approved in the PAP. Fish and Wildlife: A large buck was on the topsoil stockpile west of the facilities area and haul road. No other wildlife was seen at the time of fhe inspection (probably due to the snow). Air Resource Protection: -All of the areas were covered with snow at the time of the inspection so there were no problems with fugitive dust, Excess Spoil: -The reclaimed portions of the West Pit spoil pile were covered with snow but appeared to be stable at the time of the inspection. Runoff from this portion of the pile goes into the West Pit pond. No erosional problems were noted of the pile at the time of the inspection. The upper portion of the pile is truck-dumped spoil. This part of the pile appeared to be stable at the time of the inspection. The reclamation plan calls for the top 75 feet of this pile to be hauled to the West Pit to achieve AOC. This is being further addressed in Technical Revision 63. - Streeter fill was covered with snow but appeared to be stable at the time of the inspection. No erosional problems were noted on the fill. This pile has gone through a Phase II bond release. The operator has submitted Technical Revision 64 to terminate quarterly inspections for this pile. The Division issued a proposed decision to approve TR-64 on 17 October 2006. The Streeter pond below, however, still receives runoff from disturbed areas, so it must remain. -The Section 16 Fill was not accessible at the time of the inspection due to snow. This pile has gone through a Phase II bond release. The operator has submitted Technical Revision 64 to terminate quarterly inspections for this pile. The Division issued a proposed decision to approve TR-64 on 17 October 2006. The Section 16 Pond below the fill still receives disturbed area runoff and will remain.
