A site inspection was made to continue with measurements necessary to calculate a current <br />reclamation cost. Present during the inspection was Mr. Dave Hammer. <br />2. The concrete storage area to the south was confirmed to be 2 acres, not 3 acres as <br />previously reported. <br />3. A shallow excavation was made with a front end loader in an equipment storage area to <br />determine the amount of compaction at the site. It was confirmed that chisel plowing will <br />be adequate for seedbed preparation. Ripping of "compacted" areas will not be required. <br />4. Mr. Hammer indicated that a consultant to D.H. Holding, Inc. is in the process of <br />preparing an NPDES Water Discharge Permit application. There was no confirmation of an <br />approved NPDES Permit for the Tower Pit No. 1. <br />5. The subject of finish grading the clay spoil piles in the center of the pit and bottom of <br />the proposed lake was discussed. Although the post-mining land use and reclamation plan <br />includes two (2) lakes for recreational use, not municipal water storage, the spoil piles <br />will still need to be graded to achieve slopes of 2:1 as required by Rule 3.1.5(7). The <br />spoil piles are approximately 10 feet below the expected water line. The Division estimates <br />that there is approximately 5 acre-feet (8,067 cubic yards) of finish grading required. <br />6. The sand overburden stockpile at the northeast portion of the permit area was measured and <br />icund to contain 7,700 cubic yards. The stockpile was measured to be 700 linear feet long, <br />20' wide at the top, and approximately 10-12' high with 1 'h :1 side slopes. <br />7. The large topsoil/overburden stockpile immediately south of the site entrance was measured <br />and found to contain 95,600 cubic yards. The north 'h of the stockpile measured 660 linear <br />feet long, averaged 111' wide at the top, averaged 25 feet high, and contained 1 'h :1 <br />sideslopes. The south '/~ of the stockpile was estimated to be 300 linear feet long, 12' high, <br />and contain sideslopes of 1 'h :1. Attached are overburden and overburden/topsoil stockpile <br />measurements and calculations. <br />8. This inspector estimates that 22,587 cubic yards of topsoil will need to be respread based <br />on the current disturbance at the Tower Pit No. 1. Therefore, there appears to be an excess <br />of 73,013 cubic yards. The Division will include a cost for 1.5 acre-feet (2,920 cubic <br />yards) of finish grading for the 73,013 cubic yards of excess material. <br />9.
