III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />HYDROLOGIC BALANCE <br />All impoundments of the "String of Pearls", except for those silted in, contained water. The three <br />sedimentation ponds were in good repair. Discharges from the sedimentation ponds were clear, as was <br />the water in the ponds. Other comments regarding the three sedimentation ponds are as follows: <br />Im oundment Dischar a Comments <br /> <br />West Ride 0.01 cubic feet er second (cfs) dischar a estimated <br />Center Ridge 0.69 cfs discharge measured, 30-inch <br />flume. 0.18 foot <br />Moffat Area 0.02 cfs dischar a estimated <br />Water quality measurements were taken at sites above and below the Edna Mine on Trout Creek. See <br />the map attached for the locations and values. <br />BACKFILL & GRADING <br />Remaining backfill and grading at the Edna Mine is located in long-term mining support facilities. A <br />small amount of grading may be required, depending upon final reclamation plan decisions, associated <br />with reclamation adjacent to Oak Creek. The West Ridge Diversion ditch still needs to be reclaimed. <br />There was no sign of recent activity. <br />SUPPORT FACILITIES <br />An office building and associated parking area still remain at the Oak Creek facilities azea. There was <br />no sign of recent activity or change in condition. <br />See the discussion above for the condition of sedimentation ponds. Maintenance work on the String of <br />Pearls was not checked during this inspection. <br />TOPSOIL <br />A small area, associated with the reclamation of long-term-mining facilities adjacent to Oak Creek, <br />may require placement of topsoil, depending upon final reclamation plan decisions. There was no sign <br />of recent activity. <br />REVEGETATION <br />Revegetated areas looked very good. Wheatgrass was waist high in many areas. A scattering of <br />Canadian thistle and Houndstongue was noted, most prominent in the vicinity of the sedimentation <br />ponds. Clusters of Oxeye daisy were observed in areas of the upper portions of the site. <br />C-1980-001 Coal Partial Inspection of June 29, 2005, Page 3 of 4 pages. BGW <br />
