III. COMMENTS - COMPLIANCE
Below are ccmments on the inspection. The comments include discussion of observations
made during the inspection Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection conducted by Tom Kaldenbach of the Colorado Divi s on of
Minerals and Geology. No one else was present during the field portion of the inspection
on February 12. John Weinman represented the operator during the records check portion of
the inspection on February 11. The site was covered with approximately six inches of
snow. The entrance gates to the loadout were locked
AVAILABILITY OF RECORDS
fhe records checklist is attached.
SIGNS AND MARKERS
The mine i.d. sign displayed at the entrance gate needs updating with the permittee's
correct address and phone number. The permittee is in the process of making those changes
in connection with Minor Revision 9, currently in review.
Permit perimeter signs, stream buffer signs, and topsoil markers were properly displayed.
ROADS
The Tie-across Haul Road is in good shape. The access road in the office area and Haul
Roads 1 and 2 are in good condition.
HYDROLOGIC BALANCE
Ditches - The following ditches appeared to have design capacity: the perimeter ditch
and collection ditches ~n the truck loop area, ditch 7. and the ditches beneath the
conveyor where the sump pump drains.
Culverts - Culverts beneath the conveyor (LFC-B. 4, and 5) were in good repair at their
inlet and outlet ends: the inside of those culverts could not be inspected due to snow
cover. Culverts LFC-1 and LFC-9 are clear and display no scouring at either end. Culvert
RRC-15 was buried in snow and could not be inspected.
Sediment Control Ponds - Of the two ponds only the truck loop pond (Pond 1) contains
water. The water level was approximately four feet beneath the top of the drop inlet.
Both ponds' inslopes, outslopes, and embankments appear stable, and are not gul ped.
SAES
No problems were found in either the substation SAE or the office/parking lot/leach field
SAE.
Page 3
