Elk Creek C-1981-022 <br />22 June 200 <br />pg Z3 <br />Hydrologic Balance (cont.): - Pond F at the Hubbard Creek Fan site contained a small pool <br />of water at the time of the inspection. The pond embankment was well vegetated and <br />appeared to be stable. There were no erosional problems noted on the pond embankment. <br />The ditch to pond F was stable at the time of the inspection as was the clean water diversion <br />ditch around the Hubbard Creek fan pad. -The roadside ditches along the Elk Creek access <br />road and the East Yard haul road all appeared to be clean and functioning properly at the <br />time of the inspection. <br />- Ponds C and D (at the refuse piles) were dry at the time of the inspection. The pond <br />embankments are concrete dams. The dams were stable at the time of the inspection. <br />- Pond A is a small pond at the entrance to the mine, by the coal silos. The pond is an <br />incised pond. The pond contained a small amount of water. There were no problems noted <br />with the pond. <br />-The roadside ditches along the haul road to the Elk Creek facilities and the East Yard haul <br />road were all clean and appeared to be stable at the time of the inspection. No erosional <br />problems were noted. <br />Processing Waste: -All of the refuse at the West Valley Fill has been spread and <br />compacted. There were, however, several piles of dirt from ditch and sump cleaning that <br />need to be spread and compacted. The pile appeared to be well compacted and stable at <br />the time of the inspection. There was no water pooled on the surface of the pile. <br />- The II-West Valley Fill was still not being used for refuse disposal at the time of the <br />inspection. <br />Topsoil: -The Elk Creek topsoil pile was well vegetated and stable at the time of the <br />inspection. No erosional problems were noted, <br />- The topsoil by the Sanborn Creek fan was well vegetated and stable at the time of the <br />inspection. No erosional problems were noted. <br />-The topsoil stockpile at the Hubbard Creek fan site was well vegetated and stable at the <br />time of the inspection. No erosional problems were noted. There is some Russian napweed <br />on the pile that needs to be sprayed. <br />Signs and Markers: All of the mine areas, including the outlying facilities, had mine ID signs. <br />The signs contained all of the required information. <br />-All of the disturbed areas had the appropriate markers in place. <br />Support Facilities: -The Hubbard Creek fan pad was stable at the time of the inspection. <br />No erosional problems were noted on the pad. D-Seam dewatering hole DW-1, which is <br />buried, has been marked with a fence post as requested. The sump D262 and the utility <br />borehole DG-1 were both ok at the time of the inspection. Both of the holes that missed the <br />B-Seam have been plugged and filled. One of the holes does not have a borehole marker. <br />A borehole marker needs to be placed at the location of the filled hole. <br />- The Sanborn Creek fan site was stable at the time of the inspection. No erosional <br />problems were noted. <br />- The substation #3 pad was stable at the time of the inspection. No erosional problems <br />were noted. <br />- Both of the two office trailers that are being replaced with the MR-78 facilities expansion <br />have been removed. The foundation for the office expansion has been dug and the footers <br />were framed and concrete was being poured at the time of the inspection. <br />
