III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />A copy of this file (report) has been provided to Clyde Sharp, Colorado Department of Public Health <br />and Environment. <br />Deep snow and unplowed roads restricted access to the site. Observations of this inspection were, <br />except for the check of records, accomplished from a short section of the North Haul Road off of Routt <br />County Road (RCR)179, and that section of RCR 29 that parallels the west boundary of the permit <br />azea. Records were checked at the Routt County Court House. <br />AVAILABILITY OF RECORDS <br />See the DMG Availability of Records checklist attached. <br />SIGNS AND MARKERS <br />The only signs and markers observed were mine identification signs at entrances to the facilities area in <br />the vicinity of Oak Creek off of State Highway 133 and RCR 179, and the North Haul Road. These <br />signs were in place and in good repair. <br />ROADS <br />Roads were covered with about two feet of snow, and piles of snow from plowing operations blocked <br />access. <br />HYDROLOGIC BALANCE <br />The area was covered by snow. No open water was, from a distance, observed on any of the <br />impoundments. The pond sites were not inspected due to snow cover on access roads. <br />Stream water quality measurements above and below the site were not taken as the sites were frozen <br />over and covered with snow. <br />BACKFILL AND GRADING <br />A small amount of grading is currently required at the facilities azea adjacent to Oak Creek to complete <br />the requirements of the reclamation plan.
