(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1974-004 <br />INSPECTION DATE: ~-a-n7 INSPECTOR'S INITIALS: ___11L <br />OBSERVATIONS <br />Completed an inspection of this operation as part of a Mined Land Reclamation Board directive to inspect every mine in~the <br />state at least once every four years. The site was last inspected October 23, 1997. <br />This is a 253 acre Regular 112 permit. The operator is quarrying metamorphic/granitic rock from a large quarry in the <br />western portion of the permit area. <br />Drove around the perimeter of the permit observing stockpiling activities and reviewing older topsoil and overburden <br />stockpiles. Most of the older stockpiles have been revegetated. <br />Reviewed the collection pond on the north side of the property and the armored channels which convey all the excess <br />precipitation to the pond. A large armored dam prevents runoff from exiting the pond. A new concrete (unique) spillway <br />system has been constructed on the northwest side of the pond. The pond is designed to contain all excess runoff from the <br />100 year storm event, with 6 feet of freeboard. <br />Reviewed the active quarry area. Mining and reclamation is progressing to the south. Reclamation is done concurrently with <br />mining. The north highwall and some of the west highwall have been backfilled, topsoiled and seeded. The outslope gradient <br />is less than 2:1. Even so, the operator has successfully revegetated the disturbed areas. <br />Observed a few knappweed and Canada thistle plants in the northern permit area. If the noxious weeds are not eradicated <br />they could spread throughout the permit area (and outside the permit area). Since there were only a few plants, this is not <br />noted as a problem buf should be addressed. <br />The financial warranty requirement has not been reviewed since 1997 (during Amendment #2 review) so it has been re- <br />evaluated. It appears the existing $533,850 is inadequate. The revised estimated reclamation costs are $1,056,073. This <br />estimate is based on several assumptions that should be discussed. Attached is a copy of the estimated reclamation costs, <br />along with a cost summary form. You shall have 30 days (July 11, 2002) to review the revised financial warranty <br />requirement for the Spec-Aggr Quarry. If you disagree, please provide documentation that would adequately demonstrate to <br />the Division's satisfaction that the reclamation costs should be less than DMG estimates.
