III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Yoast Mine conducted on September 18, 2006 by Mike <br />Boulay of the DMG. Roy Kazo of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were sunny and wazm. Ground conditions were dry throughout <br />the mine site. Reclamation is progressing nicely at the Yoast Mine. The Wolf Creek Pit in the <br />Yoast south azea has been completely reclaimed during the past summer and looks very good. <br />Backfill & Gradine <br />A dozer and a shovel were working in the Neck Pit azea to backfill and grade the former Haul <br />Road B at this location. The upper portion of the Neck Pit area has been regraded but has not <br />been topsoiled yet. The only azeas remaining to be backfilled and graded are the sediment pond <br />locations, Haul Road B corridor in the lower Neck Pit area, the former Explosives Storage azea, <br />and Haul Road A comdor. <br />Topsoil <br />Good progress has been made in topsoil redistribution. All former pit locations have been re- <br />topsoiled. <br />Reve elation <br />Seeding is up to date for all azeas of the mine that were recently topsoiled including all of the <br />former pit locations. <br />
