III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Yoast Mine conducted on January 29, 2003 by Mike <br />Boulay of the DMG. Lori Smith of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were cloudy and cold, and the majority of the site was snow <br />covered. Coal was being hauled from the South Pit azea at the time of the inspection, and the <br />dragline was operating in the Yoast South Area. <br />Availability of Records <br />All required records were on file and available for review at the mine site office. No problems <br />were noted with the records review. See the attached Availability of Records checklist. <br />Roads <br />Roads surfaces throughout the mine site were muddy, and snow covered in some spots. The <br />active pit in the Yoast South Area was accessible and was inspected. Due to the very slick road <br />conditions, scrapers were needed to push haul trucks up Haul Road B. Haul Roads A & B were <br />slick but otherwise very well maintained. Haul Road D and the North Pit azea were not <br />accessible due to drifted snow and very muddy road conditions. <br />Hydrologic Balance <br />Sedimentation Ponds 010, 012, and 014 were inspected. The surface of these ponds was frozen <br />and all of these ponds were retaining water. None of the site ponds were dischazging at the time <br />of the inspection. Pond 011 could not be accessed due to drifted snow. <br />Road ditches and road drainage run outs were snow packed. In some locations along Haul Roads <br />A & B, road cuttings were pushed into roadside ditches during grading. Please continue to <br />maintain roadside ditches, culverts and road drainage run outs site wide. <br />Slides and Dama¢e <br />The slide area above Pond 012 was inspected, a good portion of this location was snow covered. <br />No additional movement was noted below the Haul Road D embartlmtent above Pond 012. <br />Based on this inspection, it appeazs that the site of the slide is remaining stable and no additional <br />cracking or slumping has occurred. <br />
