<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tony Waldron of DMG. <br />The purpose of the inspection was to review vegetation sampling <br />techniques for an anticipated phase II bond release application. <br />The sampling was being conducted by Savage and Savage <br />Environmental Consultants of Louisville, Colorado. <br />The inspection was conducted on August 10 and 11, 1996. Upon <br />arriving at the site the first day, the sampling crew was preparing <br />to conclude operations for that day due to the midday heat build- <br />up. They informed the inspector that sampling would resume early <br />the next morning and once again conclude by midday. At this time <br />the samplers had just finished the reference area and had <br />previously sampled the 1985 reclaimed area. They were preparing to <br />begin in the 1986 and 1987 areas the next day. The inspector <br />informed the samplers that he would review reclaimed areas that day <br />and return the next morning to observe sampling techniques and <br />procedures. <br />The inspection continued at the 1985, 86 and 87 reclaimed areas <br />which are the subject of the bond release sampling. The areas were <br />walked for the purpose of developing a limited species list as <br />follows; <br />Prairie Sandreed <br />Sand Bluestem <br />Little Bluestem <br />Western Wheatgrass <br />Blue Grama <br />Intermediate Wheatgrass or Thickspike Wheatgrass <br />Mountain Bromegrass <br />Big Bluestem <br />Switchgrass <br />Sideoats Grama (near reference area only) <br />Alkali Sacaton <br />Annual Sunflower <br />Cactus (prickly pear) <br />Yucca <br />Sand Sage (Artemisia filifolia) <br />Aster (unidentified) <br />This is by no means a comprehensive list, however, it does include <br />the dominant species in the reclaimed areas. In general, the <br />revegetation looks very good and the warm season grass component is <br />doing extremely well this year. The cool season component has not <br />fared as well due to the prolonged dry weather this past spring. <br />
