III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On July 8, 1994, a complete inspection was conducted at the O.C. No. 2 Mine. <br />Conditions at the mine were sunny and dry. This summer has been very dry. The <br />Palmer Drought Index identifies this area as being in an extreme drought. The <br />vegetation was drying out. <br />Mr. Weaver was met on site. He was in the process of cutting up scrap and <br />loading it onto a truck. <br />The entire site was walked. The upper area diversion was well vegetated; it did <br />not look like any water had flowed in this ditch. There was no erosion and no <br />sedimentation. <br />The portal bench was walked and no problems were noted. The portals were <br />secure from entry. The storage bench was inspected and no problems were <br />noted. There were many blue "x" 's spray painted of equipment; Mr. Weaver later <br />said that the salvage company had marked this material for scrap removal. <br />The pond was dry; it did not look like there had been any water in it this year. <br />The ditch leading to this pond could use a cleaning; cattle that had gotten into the <br />mine site recently had trampled this ditch embankment. Records were checked <br />and were in order. Mr. Weaver gave this inspector a copy of the proof of <br />insurance and 2nd quarter pond inspection report. <br />Mr. Weaver said that the scrap company should be at the mine site in the next <br />few weeks to begin scrap removal. He said that all the work should take only one <br />week. Most of the equipment and metal structures would be removed. <br />
