(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1994-117 <br />INSPECTION DATE August 05. 2004 INSPECTOR'S INITIALS CBM <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of Minerals and <br />Geology and in coordination with the Canon City office of the Bureau of Land Management (BLM) which owns some property <br />that the mine and mill are on. <br />Present at the inspection were Mr. Mark Steen of ITEC Environmental Colorado, Inc.(ITEC), Mr. Ed Skoda of Mount Royale <br />Ventures, LLC (MRV-LLC), and Mr. Gordon Sweeney, working for ITEC and MRV-LLC. Present for the BLM were Jan <br />Fackrell, Dan Grenard, Natalie Czarnota, and Melissa Fallin. The inspection was, in part, far the purpose of defining what parts <br />of the permit areas are on BLM lands. The BLM and Mr. Steen will be coordinating further on land ownership issues. <br />The HDPE lined tailings pond was inspected. Recent rains have allowed yellow and white sweet clover to grow on the top and <br />face of the tailings pond embankment. Cattails are still growing in the pond itself and the water level is approximately 5 feet <br />from the top of the embankment. <br />The mill building was inspected next. Mr. Steen explained that most of the milling equipment is designed to process up to 100- <br />125 Tonslday of material exceptfor the ball mill which can only process 50 Tonsiday. If production starts sometime in the next <br />year, ITEC will run with currently existing machinery to process new ore and old waste piles to see how the mill performs. If <br />things go well, it is possible that another ball mill will be added to increase capacity. The mill was not operating at the time of <br />this inspection. <br />A Winkie drilling rig is stored in the mill at this time and was observed. <br />An area to the north of the present mill and tailings pond was observed. It is possible that future plans may include developing <br />a new tailings pond in this area because it is the only flat and easily accessible place that is in a good location far the pond. <br />Development would include removal of overburden, possible drilling and blasting of bedrock and building of an embankment <br />that would create a tailing pond that would be approximately four times the size of the present structure. The present tailings <br />pond would then be cleaned out and turned in to a freshwater pond for the mill. <br />A ditch has been excavated to redo the water pipeline to the Times Mine well so freshwater can be obtained for the mill at the <br />present time. <br />No problems or possible violations were observed during this inspection. <br />Responses to this inspection report should be directed to Carl Mount at the Division of Minerals and Geology Denver Office, <br />phone no. 303-866-3863. <br />I & E Contact Address <br />NAME: Mr. Mark Steen <br />OPERATOR: ITEC Environmental Colorado.
