(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2002-114 <br />INSPECTION DATE 4/14/04 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110 permits. The operator <br />was contacted to set up a time for the inspection. The operator's representative named on page one was present during the <br />inspection. The required permit ID sign was posted at the entrance gate. Permit boundary markers (labeled T-posts) were <br />installed at the corners. All mining-related activity appears to be within the boundary. More markers along the west boundary <br />might be helpful. <br />A portable scale and scalehouse are located in the eastern access corridor. The area being mined is a natural terrace about 10 <br />or 15 feet above the elevation of the access corridor. Excavation is proceeding according to the approved plan, and was begun <br />at the southern end of the site. The eastem edge of the terrace material is being temporarily left in place to screen the pit <br />operations from the county road. This visual berm will eventually be removed and the pit will daylight to the east. <br />Pit slope grading has been carried out on the eastern and southern walls of the pit. The south wall is in its final position, and <br />before placing topsoil and seeding it the operator should ensure that it meets the reclamation slope gradient in the plan. The <br />east wall, which is the inslope on the back of the visual berm, is temporary and need not meet the final reclamation criteria at <br />this time. No topsoil has been replaced and no seeding has been carried out, but the operator has planted several seedling <br />trees on the final slopes. The trees are not required under the reclamation plan, but their addition to the site may enhance the <br />revegetation of the site. The operator mentioned that irrigation may be used in the future, but care should be taken to not <br />cause erosion. <br />Topsoil has been stripped from areas to be mined, and stockpiled along the western boundary. Some areas are producing <br />more topsoil than expected, and the operator was encouraged to salvage the maximum possible, to promote better <br />revegetation. Some areas that have been affected, but not by actual excavation, still contain their topsoil. The operator was <br />cautioned to not allow topsoil to be lost by erosion or during removal of gravel products, nor to become degraded or compacted <br />by traffic running on it. It is better to strip topsoil from small areas that are planned for activities, so that a good quality topsoil <br />is available during reclamation. <br />There is a crusher set up next to the pit, which will be moved down into the pit after it is expanded more. Several gravel piles <br />are presently located north of the pit, <br />The onsite diesel fuel needs are met by use of an onsite tank in the west central part of the permit area. Though there are <br />signs that there has been no past spillage, the operator should provide an impermeable secondary containment before the next <br />operation begins. This is not a problem at this time. <br />There were no noxious weeds observed. A few pieces of mining related debris and heavy equipment onsite. The size of the <br />disturbed area is nearing the 4-acre size approved in the file. The operator is ready to topsoil and seed a significant area in the <br />near future. Reclamation performed will act to reduce the overall reclamation liability, allowing the operator to lower the bond <br />amount or expand operations into the central and northern portions of the site, as approved by the plan. The $8,000 bond is <br />sufficient at this time. <br />There were no problems found during this inspection. No further items were observed during the inspection.
