Some topsoil appears to have been stockpiled, but the stockpiles have not <br />been seeded. <br />2. Product (aggregate) stockpiles occur in an essentially random manner on <br />the site. <br />3. Two ponds have been excavated on the site in the general area shown on the <br />permit map. One pond is a settling pond for wash fines, and the other has <br />been excavated to ground water for use as a water supply. <br />4. The buffer zone between mining activities and the river was to have been a <br />minimum of 100' wide. The existing buffer zone appears to be only about 50' <br />wide. <br />5. At this point the water supply and side slopes are nearly vertical and the <br />material excavated to form these ponds has been randomly piled. <br />6. In general, the random organization of the disturbed area bears little <br />resemblance to the permitted mining plan. <br />RECOMMENDATIONS: <br />1. Seed all topsoil stockpiles with a perennial grass cover crop for <br />protection against wind and water erosion. Use of any of the species from the <br />approved reclamation seeding mixture will suffice for this purpose. The <br />seeding could be accomplished yet this fall or, failing that, early next <br />spring. <br />2. The entire disturbed area should be maintained in a more organized <br />manner. Product stockpiles should be consolidated; topsoil stockpiles should <br />be isolated and marked; piles of sod should be eliminated; etc. The operator <br />should refer to his copy of the final map (exhibit C) and either organize the <br />site as per that map or, failing that, submit a new map as a technical <br />revision to the permit that reflects the new, organized site plan. This <br />should also be accomplished this fall, if possible. <br />3. Pond slopes near the river, during operations should be maintained at no <br />steeper than 2H:1V. <br />4. Any further disturbance within the 100' buffer zone between operations and <br />Arkansas River should be eliminated or minimized. Temporary activities such <br />as stockpiling can be pulled back form this area. More permanent activities <br />such as excavated ponds may remain but should not be enlarged and must be <br />totally reclaimed (e.q. ponds backfilled) in final reclamation. Please submit <br />your plans for the future minimization of use of this buffer zone this fall. <br />5. Please submit your responses (as a technical revision to the permit, as <br />necessary) to items 1-4, inclusive by no later than October 30, 1985 to avoid <br />any further Division action in this matter. <br />/yt Doc.
