<br />MINE ID # OR PROSPECTING ID # <br />INSPECTION DATE 09/25/98 <br />(Page 2) • <br />M-83-141 <br />INSPECTOR'S INITIALS CLK <br />The following observations were made during this inspection of this 110(2) site, in response <br />to an anonymous written complaint filed on September 11, 1998 with the Division. The <br />complaint letter cited several specific problems, which were checked by the inspector while <br />visiting this site (Cash WhoDo) and the Gold Hill Mill site (M-94-117). The problems <br />mentioned were regarding tree removal, lack of topsoil salvage along the road, lack of <br />culverts and drainages along the road, lack of temporary seeding, lack of permit boundary <br />markers, lack of a local permit with Boulder (county or city), lack of warning signs for <br />hikers, and the belief that the Operators had exceeded their permit boundaries. <br />Recent development of the road down to the Cash & Who Do mines required both that the road <br />be widened (necessitating removal or partial cutting of some of the surrounding trees), that <br />turnoffs be constructed along areas of restricted sight, and flattening of the road surface, <br />All of these changes were approved in an Amendment to this permit in 1985. None of the work <br />currently being done in this area exceeds that previously approved and accounted for under <br />the permit, and all of it has remained along the boundaries of this permit. No permit <br />boundary markers are necessary along the road, since the road is a recognized natural <br />boundary and part of the permit area. Topsoil has been moved to the upper portion of the Gold <br />Hill Mill site and the lower portion of the Cash Who Do site, where it can be used. A <br />turnaround has been constructed at the bottom of the Cash Who Do mine dump, to allow easier <br />access. Drainages are being constructed to run parallel to the newly widened road. <br />The expansion of the existing pond (approved in a recent Technical Revision to Permit #M-94- <br />117) has necessitated the removal both of trees and topsoil in the main portion of the Gold <br />Hill Mill site area. This pond is currently being lined with high-density polyethylene, thus <br />it does not require temporary seeding or erosion control, and all topsoil from this area has <br />been salvaged in piles near the pond. New permit markers were recently installed and <br />inspected during the visit to this site, delineating the newly clarified boundaries of the <br />Gold Hill Mill site. Signs with the DMG permit number and the Operator's name are plainly <br />displayed a the main entrance to both sites.
