III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of CDMG. This former underground <br />mine is reclaimed. Remaining buildings and structures are approved to remain as permanent <br />structures. Ground conditions on this day were dry and the weather was warm. <br />Roads <br />Re-grading of the south access road ditch was included in the June inspection report as needing <br />re-shaping due to down-cutting. Please ensure that this work is completed prior to October 31, <br />2002. The access road surface was found in good condition with no ruts, rills, or standing water. <br />Hydrologic Balance <br />The silt fence at the lower slope of the topsoil pile footprint has been removed. Contour furrows on <br />the reclaimed refuse slope have been re-established on the south facing refuse slope. Cleanout <br />along the entire length of the 100-year ditch was noted except for the armored sections. Straw <br />bales at the far west end of this ditch have not been replaced. This work should also be <br />completed prior to October 31, 2002. Diversion ditch #4 was not inspected. If not done, please <br />include this ditch in required maintenance work activities. <br />Revegetation <br />Dry conditions have returned and vegetation continues to suffer. Live cover on the steeper slopes <br />is sparse and litter cover is minimal due to back-to-back poor growing seasons. Weeds are not a <br />problem currently at this site and cattle were not observed on the reclaimed areas. <br />Overall, the site appeared in fair condition. <br />Page 3 <br />
