111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The Comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Yoast Mine conducted on May 24, 2001 by Mike Boulay of <br />the DMG. Mike Altavilla of Seneca Coal Company was present during the inspection. Weather <br />conditions were warm and sunny. Ground conditions were dry throughout the majority of [he <br />site. <br />Hydrologic Ba]ance <br />Sedimentation Ponds 010, 011, and 012 were full at the time of the inspection and discharging. <br />As stated in the last inspection report, significant erosion has occurred at the head of Pond Ol 1. <br />Please take appropriate measures to control the erosion and repair the gully that has formed at [he <br />inlet to [he pond. <br />Culvert YB 1 is nearly completely full of sediment. An abundance of sediment has accumulated <br />in Diversion Ditch 2 at the discharge end of the culvert. Please clean the sediment from the <br />culvert and remove the excess sediment that has accumulated in the ditch. This will ensure that <br />the culvert and ditch function as intended. <br />Road scrapings have been stockpiled on both sides of the Annand Draw road crossing. The <br />outlet of Culvert YB-6 located beneath the road crossing at Annand Draw has been entirely <br />covered with sediment from road scrapings. Please clean the culvert out so that it functions <br />properly, dress the backslope area above the culvert outlet, and if necessary, move excess road <br />cuttings to the pit area. Please complete this required maintenance prior to the next inspection. <br />Reve~etation <br />An abundance of Whitetop was noted on Topsoil Pile B and the Pond 010 embankment, and a <br />significant amount of Canada Thistle is growing on the Pond 011 embankment. Please initiate <br />weed control at these locations. <br />
